Energy Efficiency Funding for Small Businesses and Community Capital Resources?

Dobbs Ferry's Energy Task Force recently held an event focused on helping small businesses learn more about resources available for reducing energy consumption and costs. NYSERDA , Westchester Green Business Challenge and Con Edison representatives spoke about programs designed to simplify and support the process of reducing businesses energy use and funding available for equipment and retrofitting.
Among these programs is Con Edison's Small Business Direct Installation Program which provides free assessments of businesses energy efficiency needs and provides up to 70% funding for implementing energy efficiency changes. One Con Ed representative later mentioned that a hurdle for some small businesses is raising the remainng 30% funding match.
While searching for additional funding sources we came across Community Capital Resources, a non profit entity, formerly the Westchester Housing Fund. This group has recently expanded it's mission to include helping small businesses in the Hudson Valley get lower priced loans. Could this be a way for some small businesses to make the match?
